Are Signs of Stability in the NAND Flash Market Premature?

As the NAND Flash shortage continued through the first quarter of 2017 some industry analysts were looking to the second half of the year for the market to show any signs of stability. The transition to 3D NAND, being the main driver of the shortage, was going to start to ramp up and prices and availability would start to improve. But now, as we get close to the start of the second half, there are still big SSD vendors who haven’t completed the change-over and likely won’t until late summer.

In February, 2017, President Donald J. Trump addressed a joint session of Congress for the first time and outlined his plan for a “new chapter of American greatness.” That plan included renewed emphasis on protecting United States labor and manufacturing and can be summarized in the words he repeated often: “Buy American and Hire American”. There is a significant likelihood that enforcement of requirements for domestic sourcing and content, including the Trade Agreements Act (TAA) (19 U.S.C. §§ 2501–2581) and the Buy American Act (BAA) (41 U.S.C. §§ 8301–8305) will be a priority of the Trump Administration.

A recent Court of International Trade (CIT) decision signals changes on the horizon for suppliers of U.S. government products when those products are principally created overseas.

In Energizer Battery, Inc. v. United States, slip op. 16-116 (Ct. of Intl. Trade, Dec. 7, 2016), the CIT determined that military flashlights whose components were imported from China but whose assembly was carried out in Vermont were not "substantially transformed" under the Trade Agreements Act (TAA); thus, the "country of origin" was China and not the United States.

Memory Prices Climb to Multiyear Highs as Shortage Continues into 2017

DRAM Market Update

Personal computer memory prices have climbed to multiyear highs as chipmakers give priority to meeting demand from smartphone manufacturers, restricting the supply of memory chips for PCs. DRAM prices are now at a 19-month high.

The February price of 4-gigabit DDR4 DRAM, installed in many of this winter's new models, rose 3% from the prior month to around $3.30 apiece. The price of benchmark 4-gigabit DDR3 DRAM is around $3, remaining high after rising for eight straight months through January.
